Jammu & Kashmir tops in delivering e-services, Manipur at the bottom: Report | India News


Jammu & Kashmir tops the chart in offering e-services such as issuance of birth or death certificates, while Manipur fared the worst, according to an official report.

The ‘Annual NeSDA Way Forward Report 2023’, released by the Department of Administrative Reforms and Public Grievances (DARPG) shows that Jammu & Kashmir dominated with 1,117 e-services mapped on the NeSDA Way Forward Dashboard.

The DARPG had formulated the National e-Governance Service Delivery Assessment (NeSDA) Framework to assess states/Union Territories and Central Ministries regarding their delivery of e-services as a benchmarking exercise, covering seven sectors.

It monitors the progress made in e-service delivery and rise in integrated service delivery portals, across states and Union Territories through NeSDA Way Forward reports.

As per the report, a total number of 16,487 e-Services have been mapped on NeSDA Way Forward Dashboard by the end of December, 2023. Jammu & Kashmir is followed by Tamil Nadu (1,101 e-services), Madhya Pradesh (1010), and Kerala (911). Apart from Manipur, the bottom four states are Lakshadweep (42), Ladakh (46), Sikkim (51) and Nagaland (64).

Meanwhile, the DARPG has coordinated a collaboration between the governments of Manipur and Jammu & Kashmir for “Enhanced e-Service Delivery through saturation of e-services and promote the utilization of unified service delivery portals in Manipur.”

In fact, the top officials of the DARPG played a key role in organising a two-day meeting between the top performer Jammu & Kashmir and Manipur government officials. The meeting was held on February 19-20.

In a statement, the DARPG said, “Jammu & Kashmir’s commendable progress in e-governance, as evidenced by the provision of 1120 e-services and achieving 100 percent service delivery through their unified e-UNNAT platform, has served as a source for replication and dissemination of e-services in Manipur.”

“On a request from the government of Manipur, DARPG coordinated 2-days of meetings on February 19-20, 2024 between senior officials of the government of Manipur and government of Jammu & Kashmir in strengthening the unified service delivery portal of Manipur. Senior Officials of MeITY and DARPG also participated in the 2-day deliberations. Following extensive discussions, the roadmap for improvements and increase in e-services in Government of Manipur was formulated. Government of Manipur aims to enhancing its e-governance infrastructure to improve public service delivery efficiency, to significantly expand its online service portfolio, from 35 to 150 in the first phase covering the Departments of Revenue, Home, Industry & Commerce, Social Welfare, PWD and PHED, the statement said.

The statement said that the collaborative efforts between Manipur and Jammu & Kashmir have resulted in the development of a comprehensive roadmap. The roadmap ensures efficiency, accessibility, and user-friendliness in the evolution of Manipur’s e-governance infrastructure, it said.

DARPG secretary V Srinivas said, “The best manifestation of ‘Maximum Governance—Minimum Government’ policy is a digitally empowered citizen and a digitally transformed institution, the expansion of e-services in Manipur on the lines of J&K is a commendable initiative facilitated by DARPG which will have significant long-term benefits.”
